Russell Newton earned a BA in Political Science and Economics from the University of Colorado Boulder (2006), a JD from the University of Oregon School of Law (2011), and an MBA from the University of Colorado Denver (2014). Mr. Newton joined the Firm in 2015 as an associate attorney and was promoted to a Director position in 2024. He brings 10 years of experience representing special districts and developers in local government and development related matters. Mr. Newton is well versed in complex public finance transactions, TABOR, intergovernmental agreements, public improvement construction, cost recapture agreements, and inclusion/exclusion proceedings and agreements.
Mr. Newton’s practice includes assisting special districts with litigation and matters related to district affairs, including district organization, contracts, inclusion/exclusion, elections and capital projects.
